📣 “Artificial intelligence is the subject of much debates about how to frame its development and use, and has therefore become a major regulatory issue at the national level.”
Stéphanie Gueu-Viguier compares and analyzes the different regulatory strategies regarding AI adopted by major global powers: Canada, Australia, the United States, the United Kingdom, the European Union, Japan, and China.
At a time when AI is a real international issue and the subject of various debates about its governance, the approaches and visions of these regions are analyzed in this article. These are Philosophical and strategic differences, based on divergent values and visions. Three major approaches emerge:
👉 English-speaking countries, favoring a flexible approach focused on risk-based regulation, allowing agencies to adapt. This strategy allows rapid innovation, boosts investments, while ensuring safety.
👉 The European Union, opting for a strict regulation of AI (pioneer of AI transparency and data protection with the IA Act and GDPR, etc.), which may slow rapid innovation but ensures effective protection of fundamental rights.
👉 China, choosing to reinforce state control by steering regulation towards national security and social control, while still promoting innovation. Meanwhile, Japan emphasizes international cooperation and focuses on innovation in generative AI.
“These regulatory differences could have significant consequences on AI influence and innovation at the international level.”
